What happened?

I... wasn't really expecting my day to including a marriage proposal.

I said no. Of course I said no. We'd just met.

He toned it down to an offer of dinner (and eventually marriage). He says he won't give up, because he knew as soon as he saw me that I was the kind of woman he wanted to marry. I find this impressive, considering how stressed I was when we met. Last Thursday.

Normally? This would creep me out, send me running. But he seems nice and not at all scary. We traded bits of life stories, and got into an argument about whether I'm pretty (I say no, he says yes). He told me that I should visit my parents more.

We traded phone numbers.

What the hell just happened here?

IMHO you should be cautious but still go to dinner in a public place, see if this guy is a creep or just a hopless dork. Arange for a friend to meet you there and walk you home or be there home for extra security. I try to give out my email instead of my # cause I'm paranoid. If you have dinner with him just you can get a better read and go out. I had a sneaky idea for getting your phone # out of circulation: Next time you see him ask you have my # still right?.(then imediatly give 3 digits diff #)When he looks confused write down the fake one and tell him the previous # was your old one from a few months back and you still forget its different.
