Virgil Hawkins = Static. In Episode 12 of Static Shock, he fights a metahuman by the handle Replay, aka Johnny Morrow, a has-been former child star obsessed with his loss of fame, voiced by Neil Patrick Harris.

ok, so it was a voice-acting thing. I was hoping so. Other options my head was coming up with were either unlikely (Static showing up on Robot Chicken, for example) or things that should only happen when one is under the influence of psychotropic brain-suckers or something. :D
