Someone else has made a fancrew for the USS Galaxy... that has a Sivaoan crewmember.
For the record I DID NOT KNOW ABOUT THIS UNTIL THIS VERY HOUR.
Now, the thing is, Sivaoans are nomads who would be considered "primitive" by many. They are actually warp capable, but they don't build ships, they don't have cities, they live off the land with as minimal impact as possible; everyone who wanted to live a more technologically-inclined life left for Eeiaou many generations ago, semi-exiled because their technology was contaminating the environment. However, as of 2267 or so, the two worlds re-established contact thanks to the crew of the Enterprise, and information preserved on Sivao saved the population of Eeiaou from a plague which on Sivao is a simple childhood ailment ("Noisy Baby"), but without the medicine grown on that world is deadly, and has begun to affect other species (poor, poor Chekov). By the end of Uhura's Song, Sivaoans went to Eeiaou to re-establish ties with their lost cousins.
In my extrapolation of events, therefore, there is an ongoing cultural tie between the two worlds; Eeiaou is a Federation planet, and Sivao is more-or-less a Federation protectorate; their "in harmony with nature" way of life is preserved, but people who are curious about technology and want to explore that side of their heritage can go to Eeiaou. (Probably also the Eeiaouans have an orbital colony trailing the planet or some such.) The greatest exchange of information between the two worlds is medical, as begun in the novel, because there is no excuse for not knowing as much about what can hurt your patients as possible, although Sivao as a world does not import device-reliant medical practices.
Skyleaper is from the to-Ennien group, who were the primary First Contact on Sivao with the Enterprise crew. He became interested enough in this other medical "How" that he traveled to Eeiaou to learn more. Nursing is what he does because nursing is more hands on with patients than much of what doctoring is about, which still appeals to him, but his curiosity and spirit of adventure drove him to reach further (not terribly unusual; it was a to-Ennien who lead the Eeiaouans to that world, though she changed her name to "of Ennien" because she couldn't very well go to it anymore) and so he was officially fostered by an Eeiaouan family, thus making it easier to join Starfleet.

Anyway, my version of events seems to be contradict the one that person is using, which is good! Because it means we are not total braintwins!
Also, I suspect we probably handle Sivaoan abilities differently. Sivaoans have perfect memories, very detailed, that don't fade. Show one how to do something once, and they will do it exactly that way forever. Unless they decide to improve it (which they would get your permission to do, because it is a change, and develops a new "How"). Provably better than Vulcans' memories. Eeiaouans don't. They are dependent on writing and data storage, and using it made them lose the ability. Also, Eeiaouans do have prehensile tails, but it is (or was, before contact with Sivao was re-established) considered extremely crass to use them. Skyleaper uses his with impunity, and does a number of memory tricks to keep his brain in shape. Which means he delegates as much paperwork as possible, alas. ;3

I will say that he doesn't wear a standard uniform; it wouldn't fit his shape, and being covered with cloth over his fur would drive him crazy. I will get back to you when I figure out how to describe what he does wear.
