Okay, I will level with you. I don't like Peter. I don't trust Peter. I don't forgive him the things he's done. I think he's crazy and I think he knows that he's crazy -- but I understand why. I certainly understand why he'd want revenge on the people who killed his family.
And I would like to see him redeemed.
I would like to see a plot thread run where Peter, yes, is manipulating things for some goal of his, but in the end it turns out that his goal was something good, something meant, in some way, as an apology -- or better, that it wasn't, but that he abandons his goal in favour of doing something selfless.
(And then dies, preferably sacrificing himself in a way that Derek would have to try really, really hard to construe as Derek's fault.)

"important" -- he's hella important to the plot, I won't explain how.
"popular" -- people seem to like him because he's really sassy. It seems to be a Hale family trait, God knows Derek has more sass than sense, and Peter has 6 or 7 years of backlogged sass to work with.
"good guy" -- *gurgle* this is not a term I would apply to Peter. As you can probably tell from my post.
