Lots and lots of layers? Silk underwear if you've got them, wool or cashmere sweater if you've got one, and all your warm layers between.

Unfortunately, I wear a uniform at work, so what I wear to work is mostly on the underwear side of things. I went with microfleece longjohns, with a set of cotton longjohns packed to change into when it got too arm for those, two pairs of socks (with two spare pairs packed), and a t-shirt under my uniform shirt with a thin knit sweater with a deep enough v-neck to hide under my summer jacket to wear indoors, and of course my parka for outside. This seemed to work out okay.
