I think the gnomes are secretly a cleverly disguised two-way radio in case of emergency. Or possibly have hidden cubbies containing microfiche blackmail material from the old days. Or they had them special made with a hidden fortune in jewels right inside, in case they ever need to find anti-nazi activities. (But most likely, they just thought they were hilariously ugly, especially given the colours, and bought them.)
